    GENERAL DESCRIPTION:

    The Teacher on Special Assignment (TOSA): Special Programs & Student Success Coordinator serves as a critical support resource across two complementary areas of student success. This position is responsible for coordinating Special Education compliance, systems, and operational functions while simultaneously co-designing and implementing comprehensive college and career readiness programming for high school students. The TOSA partners with administrators, teachers, counselors, families, and community stakeholders to ensure all students including those with disabilities have equitable access to the pathways, services, and support necessary to succeed in high school and persist through postsecondary education or career training.

    QUALIFICATIONS: Knowledge, Skills, Abilities Required:

    • Required to hold an Oregon teaching license as set by the Teacher Standards and Practices Commission for the State of Oregon.
    • Minimum of three (3) years of successful certificated teaching experience, preferably at the secondary level.
    • Demonstrated experience working with or supporting students with disabilities and knowledge of Special Education law and compliance procedures (IDEA, Section 504, FAPE).
    • Experience developing or facilitating college and career readiness programming, academic counseling, or related student support services at the secondary level.
    • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
    • Ability to effectively present information, provide training and respond to questions from groups of educators, parents, Board of Directors and the general public.
    • Exhibit cultural competency and sensitivity with the ability to communicate effectively with all cultural groups.
    • Effective oral and written communication skills.
    • Ability to exhibit professionalism and effective human relations.
    • Ability to effectively manage and supervise students and their work.
    • Ability to facilitate meetings and collaboration efforts with staff and community.
    • Valid Oregon Driver\"s License preferred.

    SPECIAL EDUCATION COORDINATION ESSENTIAL FUNCTIONS: Performs some or all of the following tasks. Other duties may be assigned.

    Records Management & Compliance

    • Maintain all Special Education and Section 504 program records in compliance with state and federal guidelines and district policies.
    • Track and monitor timelines for IEP development, triennial evaluations, initial eligibility determinations, and annual reviews to ensure zero lapses in compliance.
    • Ensure all mandated Special Education training requirements are completed by certificated and classified staff; coordinate scheduling, track completion, and maintain training records.
    • Stay current on all legal requirements governing Special Education.

    Reporting

    • Prepare and submit all required state and federal Special Education reports in coordination with the Special Programs Administrator.

    IEP & 504 Meeting Coordination

    • Coordinate and schedule all IEP, 504, and related compliance meetings, ensuring timely notice to families, staff, and outside agency participants.
    • Prepare, copy, and distribute all necessary paperwork to facilitate IEP meetings and related processes.
    • Gather goals and data from Special Education teachers to formalize IEPs.
    • Maintain accurate and complete caseload files and notify staff in advance of upcoming deadlines.

    Family & Community Communication

    • Contact parents/guardians to schedule conferences and meetings, including creating schedules, confirming attendance, and distributing materials to all parties (teachers, specialists, parents, etc.).
    • Assist in coordinating transition planning and services for students with disabilities moving between schools or preparing for postsecondary transitions.

    Staff Support & Resources

    • Serve as a Special Education and 504 resource to teachers and staff, providing student grades, schedules, and contact information.
    • Locate and compile student background information (prior schools, previous IEPs, history, etc.) for staff use.
    • Serve as a resource to staff in using Special Education technology programs for IEPs and related tasks.
    • Support the onboarding of new staff regarding Special Education processes, paperwork workflows, and legal obligations.
    • Advise staff on issues related to Special Education policy, program, and administration.

    Supervision & Personnel

    • Assist in supervision and evaluation of assigned classified, and support staff.
    • Direct personnel delivering services to ensure conformance with established guidelines.

    COLLEGE & CAREER READINESS PROGRAMMING ESSENTIAL FUNCTIONS: Performs some or all of the following tasks. Other duties may be assigned.

    • Provide academic, post-secondary, and career planning support services to high school students, including the development and implementation of Individual Academic Support Plans (IASPs), with particular focus on students at risk of not meeting graduation requirements or postsecondary readiness benchmarks.
    • Plan, coordinate, and facilitate college and career readiness workshops, events, and activities including college fairs, campus visits, financial aid nights, career exploration panels, and scholarship workshops.
    • Support college financial aid processes by assisting students individually and facilitating workshops on financial aid options, application processes, and scholarship opportunities.
    • Guide career exploration and readiness by assisting with and conducting career research workshops utilizing SchooLinks, coordinating mock interviews, facilitating JCE presentations, and supporting other career exploratory programs.
    • Coordinate academic programs and opportunities, including Expanded Options and Dual Credit programs, to support students in accessing additional educational pathways.
    • Remain current with changes in college admissions, financial aid, and related postsecondary topics to ensure students receive accurate and up-to-date guidance.
    • Maintain student records and program data, including completing Honor Roll data each term and annually, gathering data to evaluate program effectiveness relative to district and program goals, and completing required reports.
    • Create the High School Schedule of classes including individual student schedules.

    ADDITIONAL RESPONSIBILITIES:

    • Communicate, cooperate, and work effectively with other teachers, administrators, parents, support staff, students, and the public.
    • Demonstrate a consistent and professional attitude toward the accomplishment of building, District and State goals.
    • Participate in IEP meetings, staff meetings and PLT\"s
    • Assists with special projects as assigned.
    • Provides data and information to district office as requested.
    • Appropriately maintains and secures confidential records and inquiries.
    • Attend in-services and training as required.
    • Follow District protocol for reporting absences.
    • Annually pass the District\"s required online training by the District\"s assigned due date.

    TERMS OF EMPLOYMENT:

    Salary and work year to be according to the current negotiated contract.
