Eastern Oregon University (EOU) is seeking nominations, applications, and expressions of interest to serve as its Mine Safety Director. Required in our U.S. Department of Labor’s Mine Safety and Health Administration (MSHA) Mine Safety Inspection grant, the mine safety director is responsible for administering all mine safety training operations related to the Oregon Mine Safety and Health Training Program (the Program). Consistent with EOU’s mission, this outreach state service position is designed to connect EOU training opportunities throughout Oregon and adds to the economic and workforce development possibilities of our region and state. This position is not location bound. Position is contingent upon grant funding. Responsibilities Apply for grant funds to operate the program from the federal; Department of Labor, Mine Safety and Health Administration through the States Grant program within the terms of the grant, provides required technical and financial reports to the DOL, as well as operating the program within the terms of the grant and all state of Oregon requirements. Solicit existing and new clients, develop customized and current high quality didactic and hands-on mine safety training and mine rescue programs in both active and inactive underground mines to groups of 3 to 100 people, schedule classes in varying lengths from 8 to 40 hours, and arrange for site specific classes at or near mining operations located throughout Oregon, and where necessary virtual, training throughout Oregon and meets MSHA requirements. Provide high quality instruction in advanced first aid, patent transport, firefighting, mine gasses, ventilation, etc., and monitor trainee progress. Counsel program clients in MSHA requirements for mining operations. Assist mine operators in developing training plans and competing various reports to meet MSHA requirements. Develop reports and attend state grants business meetings. Maintain one’s training on and ensure technical rescue equipment is operable and current by conducting required inspections, maintenance, and repairs on breathing apparatus, gas detectors, rope rescue, vehicle(s), and extraction equipment, etc. Work directly with the College Operations Manager (COM) on budget related questions, transactions, and reconciliation. Provides an annual assessment report of program operations and effectiveness to Eastern Oregon University supervisor. Establish a working relationship with MSHA at all levels (Albany and Boise Feld office staffs, Western District Office, Education Policy and Development, State Grants Program Office and the national Metal/ Nonmetal office staff). Minimum Qualifications BS or BA mine safety, mining engineering, or mine-related fields (geology, surveying, etc.) MSHA trainer surface and underground mine certifications. Five (5) years of mining, and/or oil & gas operations, preferably to include work experience in underground mines. Three (3) years as an underground mine rescue team member or preferably a team leader or trainer. Three (3) years as an emergency services responder (EMT, paramecia, firefighter, etc.) Must hold current Mine Safety and Health Administration (MSHA) approvals in all classifications for which training and education will be provided to clients (instructor surface, instructor underground, instructor first aid, instructor CPR, instructor mine safety, instructor of instructors/trainers). Must hold current first aid/ CPR/ AED instructor certification from a nationally recognized firs aid organization (American Red Cross, National Safety Council, American Heart Association, Medic first aid) Able to develop, modify, and present documents, training and presentation materials using MS Office, or equivalent office suite, word processing, spreadsheet and presentation capabilities. Comprehensive knowledge of the federal, state, local, and MSHA laws, government concepts, technologies, principles and practices of workplace and mine safety. Be physically and emotionally able to handle the rigors of mine rescue and be comfortable under adverse conditions in order to be effective. Strong interpersonal and professional oral and written communication skills. Planning and evaluation experience. Comfort teaching/working in front of large groups of people. Ability to adapt to a wide variety of students, venues and situations and constructively handle open hostility of some students to perceived threats to them by government agencies. Ability to relate to the circumstances faced by miners (physical hardship, fluctuating process, limited mining opportunities, concern for environment. Must possess a valid driver license and good driving record. Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.
