- Description
PURPOSE:
To organize and supervise sworn Correction Deputies in the operations and care of inmates in the Malheur County Jail; to schedule work assignments, arrange inmate transports; and to supervise special jail programs.
SUPERVISION RECEIVED and EXERCISED:
Receives direction from assigned management and supervisory staff.
Exercises direct supervision over assigned corrections and administrative support staff.
- Essential Functions
ESSENTIAL JOB DUTIES:
Duties may include, but are not limited to the following:
1. Prioritize, assign, supervise and review the work of staff involved in the supervision of Malheur County Jail inmates.
2. Train and supervise the training of new corrections personnel in procedures, policies and equipment use; identify training needs; evaluate and make recommendations to the department Training Officer.
3. Evaluate operations and activities of assigned responsibilities, recommend improvements and modifications; prepare various reports on operations and activities.
4. Act as shift supervisor for corrections operations; oversee and evaluate operations of the correction facility; advice, observe and instruct personnel in proper handling of inmates.
5. Coordinate arrangements for housing of inmates in other county jails when required for lack of jail space or security reasons; arrange for inmates transports to other lodging.
6. Review corrections personnel reports on correctional facility operations, inmate grievances, resisting, fighting, isolation, and other related problems; respond to inmate grievances.
7. Evaluate reports for appropriate follow up with the jail operations; direct follow up investigations or refer cases to other department divisions.
8. Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for requests; monitor and control expenditures.
9. Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
10. Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
11. Compute jail time for inmates; review sentencing and determine release dates in accordance with State statues.
12. Coordinates Food Service, Inmate programs, Classifications, indoor exercises, Bible study.
13. Testify in Court.
14. Represents the agency in staff meetings, before the public, before other jurisdictions and before professional organizations.
15. Performs all duties as the Corrections Deputy including booking, strip search, surveillance, releases, food and pass medication.
16. Perform related duties as assigned.
17. Regular physical attendance at the employer’s facility is required.
- Qualifications
MINIMUM QUALIFICATIONS REQUIRED FOR ENTRY:
- 5 years’ experience as a certified Corrections Deputy or Officer.
- Knowledge of the principles, practices and procedures of modern jail management
- Knowledge of the principles and procedures of financial record keeping and reporting
- Knowledge of the principles of supervision, training and performance evaluation
- Knowledge of state statutes governing jail standards, incarceration and inmate release
- Knowledge of the judicial system
- Knowledge of booking procedures
- Knowledge of building maintenance
- Skill in fingerprinting, use of firearms and restraining devices.
LICENSES, CERTIFICATES OR OTHER REQUIREMENTS:
- Must be twenty-one years of age
- High School Diploma or G.E.D certificate; required by DPSST
- Valid Oregon State driver’s license
- Must be a U.S. Citizen
- Must be certified as a Corrections Deputy by DPSST or other similar State Corrections Department
- Basic First Aid and CPR
- Complete Malheur County Sheriff’s Office background investigation
- Must pass a medical exam and psychological evaluation prior to appointment
- Must be free of conviction of a crime other than a minor traffic violation
SPECIAL REQUIREMENTS:
- Supervisory experience in a corrections setting preferred
- Knowledge, Skills & Abilities
Knowledge of: Thorough knowledge of supervision principles and modern personnel practices; modern office practices and procedures. Some knowledge of record keeping and budgeting. Thorough knowledge of pertinent laws, rules and regulations, care, custody and transportation of prisoners. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying
Ability to: Communicate effectively both orally and in writing. Deal tactfully with the public, work with independence; deal effectively with superiors, peers, subordinates, boards, contractors. Comprehend and follow complex instructions, interpret and implement legal requirements, maintain jail order, perform professionally in emergency situations.
